I'm trying to download the HTML version of the docs and the ftp site seems to always refuse connection... Is this normal ?

Which browser do you use ? I download it at the moment with Mozilla and I have no problem. The link is : ftp.freepascal.org/pub/fpc/docs/doc-html.zip Try it with a real ftp client .. but the server works fine.

It has a limit of 10 concurrent connections though. You can always try a mirror.

If ftp.freepascal.org is fast, then try

ftp://freepascal.stack.nl/pub/fpc

this ftp only mirror has the same internet connectivity (100mbit surf). If the main mirror is fast for you, so will this one.
