Event handler signalled when the Restore method is started.

OnRestoringProperties is a
TNotifyEvent property with
the event handler signalled when the
Restore method is started. It
is signalled (when assigned) after the
StorageNeeded method has
been called , and before values for the collection items are read and applied
using
StoredValues and
RestoreProperties.
