Converts a shortcut value to a virtual key code and modifier.

`ShortCut`	Shortcut value converted to a Key code and Shift modifier.
`Key`	Virtual key code for the shortcut value.
`Shift`	Shift, Ctrl or Alt modifier for the shortcut value.
