TWidgetSet.SetStretchBltMode function
Sets the StrechBlt mode for an device context.

The previous mode, zero on failure.
Description
The following modes are defined:
- BLACKONWHITE - preserves black pixels in a monochrome bitmap.
- COLORONCOLOR
- HALFTONE, STRETCH_HALFTONE
- WHITEONBLACK - preserves white pixels in a monochrome bitmap.
