Converts a column or row index to starting and ending pixels coordinates.

 out EndPos: Integer): Boolean

`IsCol`	True when the index is for a column in the grid, False for a row.
`Relative`
`Index`	Ordinal position for the column or row.
`StartPos`	Position where the column or row starts (pixel).
`EndPos`	Position where the column or row ends (pixel).

True if a column or row exists for the specified index.
