TPenHandleCache - Resource Cache for Pen Handles.

`Create`	public	Constructor for the class instance.
`CompareDescriptors`	public	Compares the specified image descriptors to determine if they have the same pens and pattern data.
`FindPen`	public	FindPen - returns a ResourceCacheItem corresponding to the nominated Handle.
`FindPenDesc`	public	FindPenDesc - returns a descriptor for the given pen and pattern.
`Add`	public	Add - returns a cache descriptor corresponding to the pen that has been added to the cache.
