Removes a form create handler added to the form instance.

Description
RemoveHandlerCreate is a method used to remove the form create
handler specified in
OnCreateHandler from the list of handlers for
the type. RemoveHandlerCreate reverses the action performed in the
AddHandlerCreate method.
