TApplication.MenuPopupHandler procedure
Implements the OnMenuPopupHandler for the application.

Description
Assigned as the handler routine for the OnMenuPopupHandler variable in the LCL when the application instance is created.
Calls the HideHint method to manage values in
HintWindow, HintControl, and HintRect (when
needed).
