TCustomControlBar.IsBandOverlap function

Determines if the display rectangles for two bands overlap.

`ARect`	Display rectangle for a TCtrlBand instance compared in the method.
`BRect`	Display rectangle for the other TCtrlBand instance compared in the method.

True when the rectangles overlap horizontally or vertically.
