Event handler signalled to render a visible band on the specified control with the specified paint options.

OnBandPaint is a
TBandPaintEvent property with the
event handler signalled to render a band with the specified paint options.
OnBandPaint is signalled from the
DoBandPaint method, and occurs
when the Paint method draws each of the visible bands for the control bar.
