TMouseWheelEvent procedure type

Specifies an event handler used to respond to mouse wheel events.

`Sender`	The control under the mouse.
`Shift`	State of the modifier keys and mouse buttons.
`WheelDelta`	How many notches the wheel has been turned.
`MousePos`	The mouse position, in client coordinates.
`Handled`	Set Handled to True when the event was handled.
