TControl.SetInitialBounds procedure
Sets the bounds of the control initially, when it is created.

aLeft | X coordinate for the top, left pixel. |
aTop | Y coordinate for the top, left pixel. |
aWidth | Width of control. |

Description
Does nothing while the control is loaded.
