TCoolBands.Create constructor
Constructor for the class instance.

Description
Create is the overridden constructor for the class instance. It
calls the inherited method using
TCoolBand as the
ItemClass for the collection. It sets the owner of the collection
to the value passed in the
ACoolBar argument.
