Updates the value in the CharSet property.

Description
SetCharSet ensures that
CharSet contains 'UTF-8' when an
empty value ('') is passed in the
AValue argument. Please note that
SetCharSet is
not the write access specifier for the CharSet property;
CharSet is defined as read-only.
