TLazLoggerLogGroupList.Add function

Creates and adds a new logger group in the container.

`AConfigName`	Case-insensitive name for the log group added in the method.
`ADefaulEnabled`	True if enabled by default.

Pointer to the TLazLoggerLogGroup instance created and added in the method.
