GetLazNormalizedFilename function

Gets a normalized form of the Filename.

Description

GetLazNormalizedFilename returns a normalized string for the filename for non-representative purposes (e.g. comparison). The normalization is platform- and/or OS-specific. It considers whether the file system is case sensitive or when UTF-8 encoding is supported.
