CleanAndExpandFilename function
Removes whitespace and resolves special characters in the specified file name.

CleanAndExpandFilename is a
String function used to
remove whitespace and to resolve special characters in the specified file
name. CleanAndExpandFilename calls TrimFilename and ExpandFileNameUTF8 to get
the return value for the function. The return value is the current directory
when Filename contains an empty string ('').
