Gets a DOM Element List with elements found in the specified DOM Node.

`aNode`	DOM Node examined in the method.
`nsURI`	Namespace URI for elements included in the list.
`aLocalName`	LocalName for elements included in the list.
`UseNS`	Indicates if Namespaces are used when selecting elements in the list.
