TDOMDocument.CreateTextNodeBuf function

Creates a new DOM Text node with the specified value.

`Buf`	Pointer to the character data assigned to the new DOM Text node.
`Length`	Length of the buffer.
`IgnWS`	Indicates if whitespace in the buffer is ignored.
