`MaximumFreeRatio`	public	Threshold at which items in the free list are released.
`Count`	public	Number of hash items allocated by the memory manager.

`DisposeItem`	public	Removes references to the specified hash item and adds it to the free list.
`NewItem`	public	Allocates and initializes a new hash item for the memory manager.
`Clear`	public	Disposes of hash items in the free list.
`Create`	public	Constructor for the class instance.
`Destroy`	public	Destructor for the class instance.
`ConsistencyCheck`	public	Ensures that Count matches the actual number of entries in the free list.
`WriteDebugReport`	public	Prints out essential data to aid debugging DynHashArrayItemMemManager.
