Standalone app to export and import some Lazarus-ide settings

Export and imports some lazarus-ide settings.

You shoul'd close the ide before exporting/importing settings.

It doesn't export/import the installed packages.

WARNING: mporting the settings can broke the lazarus installation ( incompatible settings between versions and other impredictable issues) so make a backup of your configuration folder before import.
