Der Modifier local gehört zur Linux Programmierung und hat für Windows keine Bedeutung.

Der Modifier local erlaubt es dem Compiler Funktionen zu optimieren. Eine local-Funktion kann nicht im Interface-Abschnitt einer Unit stehen. Eine local-Funktion kann nur im implementation-Abschnitt der Unit stehen.

begin
  ...
