I know that release is 2.0.x, development tree is 2.1.x (aka 2.2.0 beta) and what is v2.3x?
Where can I read about differences between 2.1.x and 2.3.x?

You can see the bug reports closed in 2.3.x and not (yet) in 2.1.x here: http://www.freepascal.org/mantis/changelog_page.php
Except for the svn logs, there is no other documentation on what is currently being changed in 2.3.x
