Before you go and write one, DUnit might fit that bill. I think it's on sourceforge, but will also be somewhere in the JEDI pages too.
We just *need* a complete VCL drop in to use it 'as is', but it could be used as a basis for FPCUnit though, I guess. Or at least TPUnit.
