Checked out revision 41319 today and got this error. Did I do something wrong or is it bug?

Add CPU_SOURCE=i386 to your make command line to solve this.

Long version:
* the FPC makefiles don't support bootstrapping with a cross-compiler, unless you add CPU_SOURCE=<target-cpu> to the make command line
* FPC 3.0.4 is the first macOS release in which the compiler binaries are all fat 32/64 bit (as opposed to 32 bit in previous releases)
* since you are on a 64 bit Intel system, you are running the 64 bit version of ppc386, which is a cross-compiler
