Set the capacity if needed.

EnsureCapacity checks that
aCapacity is in the allowed range
(less than
MaxCapacity) and
if the current capacity is less than
aCapacity, increases the capacity to
aCapacity.Errors
If
aCapacity is larger than
MaxCapacity
or negative, an
ERangeError exception is raised.
