IncludeTrailingPathDelimiter function
Add trailing directory separator to a pathname, if needed.

IncludeTrailingPathDelimiter adds a trailing path delimiter
character (
PathDelim) to
Path if none is present
yet, and returns the result.
If Path is empty, a path delimiter is returned, for Delphi
compatibility.
