Convert a length-limited array of widechar to an ansistring.

WideCharLenToString converts at most
Len widecharacters from
the null-terminated widechar array
Src to an ansistring or Unicode string,
and returns the resulting in
Dest.Errors
No validity checking is performed on
Src. Passing an invalid pointer may lead to access violations.
