TScrollCode enumeration

Defines codes for the actions performed on a scroll bar.

TScrollCode = (scLineUp,scLineDown,scPageUp,scPageDown,scPosition,
 scTrack,scTop,scBottom,scEndScroll)

The are no use cases in RTL, FCL, LCL, or LazUtils. Delphi compatibility? Fresnel?

`scLineUp`	The top or left arrow on the scroll bar was clicked, or the Up or Left cursor key was pressed.
`scLineDown`	The bottom or right arrow on the scroll bar was clicked, or the Down or Right cursor key was pressed.
`scPageUp`	The area before the thumb tab on the scroll bar was clicked, or the PgUp key was pressed.
`scPageDown`	The area after the thumb tab on the scroll bar was clicked, or the PgDn key was pressed.
`scPosition`	The thumb tab on the scroll bar was dragged and released at a new position.
`scTrack`	An active drag operation for the thumb tab on the scroll bar has reported a new position.
`scTop`	The thumb tab on the scroll bar has been moved to its minimum top or left position.
`scBottom`	The thumb tab on the scroll bar has been moved to its maximum bottom or right position.
`scEndScroll`	A drag operation for the thumb tab on a scroll bar has been completed (mouse button released).
