Initialize a critical section.

InitCriticalSection initializes a critical section

for use. Before using a critical section with
EnterCriticalsection or
LeaveCriticalsection the critical section should be initialized
with
InitCriticalSection.
When a critical section is no longer used, it should be disposed of with DoneCriticalsection
