Convert a Julian date representation to a TDateTime value.

Arguments

`AValue`	Date in Julian notation.
`ADateTime`	Resulting `TDateTime` equivalent.

Function result

True if the conversion was successful, False if not.

Try to convert a Julian date to a regular TDateTime date/time representation.
