Increase a TDateTime value with a number of weeks.

TDateTime representing
AValue plus
ANumberOfWeeks weeks.
Description
IncWeek adds
ANumberOfWeeks weeks to
AValue and
returns the resulting date/time.
ANumberOfWeeks can be positive or
