Returns a
TRect record with the given coordinates.

ABottom: Integer): TRectDescription
Rect returns a
TRect record with the given
top-left
(ALeft,ATop) and bottom-right
(ABottom,ARight)
corners filled in.
No checking is done to see whether the coordinates are valid.
