Event handler signalled when the Interval for the timer has elapsed.

OnTimer is a
TNotifyEvent property with the event handler
signalled when the Interval for the timer has elapsed. An object procedure must
be assigned to perform the actions needed when the timer interval has elapsed.
Use the OnStartTimer and OnStopTimer event handlers to
perform actions needed when the timer is started or stopped.
Assign event handler routines to the properties before setting Enabled
to True.
