Begins HTML table with optional border

Arguments

NoCols

Number of columns (not used in HTML implementation)

BorderTrue to add BORDER=1 attribute to table

Description

Begins an HTML table by writing the TABLE opening tag. If border is True, includes the BORDER=1 attribute.
