Writes a time value to the JSON ini file

Arguments

`Section`	The section name to write to
`Ident`	The key name to write
`Value`	The time value to write

Description

WriteTime writes a time value to the specified section and key. The time is formatted as a string (0000-00-00Thh:nn:ss.zzz) and stored as a JSON string. If the section does not exist, it is created automatically.
