`Input`	Data to be encrypted/decrypted.
`outdata`	Decrypted/Encrypted data.
`z`	Key to use for Encryption/Decryption.

CipherIdea encrypts or decrypts a buffer with data ( Input) using key z. The resulting encrypted or decrypted data is returned in Output.
