TVersionInfo.Load procedure
Loads version information from a file or module instance

Description
Load extracts version resources from the specified source.
It can load from a file name or from a module instance handle.
After successful loading, version information is available through the properties.
Errors
May raise exceptions if the file cannot be opened or contains invalid version resources.
